Cebu Garbage Problem: Plastic Recycling Facility opens in Inayawan Landfill; SWMB Resigns

The Inayawan landfill was closed down last month and the ceasing the operations in a way highlighted the need for Cebu to address the city’s garbage situation. A Japan International Cooperation Agency (JICA)-funded plastic to fuel facility is operating in Inayawan to help Cebu City reduce it solid waste.  The facility is operated by Yokohama-based Mansel Recycle Systems Co.

The new recycling facility will convert the plastic wastes thrown at the Inayawan landfill into plastic fuel fluff or pellets.  The plastic fluff and pellets will then be sold to cement manufacturers as a fuel alternative.  The 2nd phase of the recycling plant project is to upgrade the facility to make it process all kinds of recyclable wastes.  Once this phase is completed, the recycling facility is estimated to reduce Cebu City’s garbage by 25%.  The project’s operation will be turned over to the city in January 2016.

 Solid Waste Management Board member resigns

SWMB member Francis Paragas voluntarily gave up his seat yesterday after Councilors Nida Cabrera and Gerardo Carillo opined about an apparent conflict interest between his position and his garbage collection business.  Paragas is the chairman of NGO Paglaum Basurero.  The NGO is in boiled in a controversy involving the collection of fees from private establishments without the approval from the City Government.

A Low Pressure Area is developing in the Pacific Ocean and it could develop into a typhoon that could affect the country this week. This coming weekend is very eventful for Cebuanos because of the Sinulog and also because Pope Francis is in the country. I checked Accuweather and see what is their weather forecast for Cebu.

Based on the Accuweather.com forecast tomorrow will be rainy then Cebu will have two days of beautiful weather.  Friday will be rainy which could alter some plans for many people specially those who want to join LifeDance 2015. Because of this forecast, some might just buy tickets at the gate because rains could definitely affect an outdoor venue. For a few optimists, rain could actually make outdoor events more enjoyable and memorable. Saturday will also be another rainy day but the good news is that on Sunday the weather will begin to improve.

 

These are just forecasts and it could change in 24-48 hours so keep yourself posted. Let’s keep on praying for fine weather and Pit Senyor!

Bagyong Ruby Update No.3: 36 Areas under Public Storm Warning Signals; Cebu city is still under Signal No.2

In its latest weather bulletin, the PAGASA has put 36 areas under public storm warning signals.  The highest warning still at Signal No.2 and Cebu City, Northern Cebu, Camotes, and Bantayan Islands are included in this warning.  The rest of Cebu is under PSWS No.1.

These areas will have occasional rains with occasional gusty winds.

According to PAGASA, Bagyong Ruby (International Code: Hagupit) is expected to make landfall in the Northern Part of Samar Island tomorrow night.  The typhoon is 700 km in diameter and it will affect a large of the country starting tomorrow. Estimated rainfall in the internal rain bands are expected to reach as high as 20mm per hour which could cause some flooding and landslides in some areas. Residents in area with history of flooding and landslides are advised to coordinate with Local Government Units for evacuation.

PAGASA is forecasting that Super Typhoon Ruby will continue to move WNW and it will pass through Samar, Bicol Region, and Mindoro.  The most affected area will be Eastern Visayas, Bicol Region, and Southern Luzon based on the current tracking of the weather disturbance.

In PAGASA‘s latest weather bulletin, 5 areas are declared under Public Storm Warning Signal No. 4. Eastern Samar, Samar, Leyte, Southern, and Biliran could experience winds higher than 185 kph in the next few hours. Signal No.3 was declared in 8 areas including Cebu City in weather bulletin issued at 5:00 pm today.

At the time of the release of this Severe Weather Bulletin, Cebu City had cloudy skies with little to no rainfall.  Traffic was moving fast because there were less vehicles in the road as many people opted to stay home. Some shopping centers were still packed with shoppers but many establishments decided to close down early so that their employees can go home and prepare for the strong typhoon.  Rains started to fall at around 7:20 pm in Cebu City.

Cebuanos are strongly advised to heed the warning signals of PAGASA even if they are experiencing relatively calm weather. Super Tyhoon Yolanda (International code: Haiyan) is the strongest typhoon in the world this year and people should not take that fact for granted. Winds of over 200 kph could uproot trees and cause catastrophic damage in structures. The brunt the typhoon will only arrive tomorrow and residents are advised not to go out of their houses unless it is very important.  People in living unsafe structures or in landslide or flashflood-prone areas are advised to go to designated evacuation centers or seek shelter with relatives in safer areas. Signal No.3 is declared as a precaution since PAGASA’s weather bulletin only comes once every six hours.

As of 6 pm, Super Typhoon Yolanda is tracked at 453 km Southeast of Guiuan, Eastern Samar.  It is moving West Northwest at a speed of 37 kph.  It is expected to make landfall somewhere between Samar and Leyte before noontime tomorrow.

Bases on the data from US Geological Survey, there were 16 earthquakes with magnitude 2.5 or higher have struck the region. The 16 earthquakes had a minimum magnitude of 4.6. There were several lesser aftershocks after each tremor. Here is the list of earthquakes from the most recent:

Majority of the earthquake epicenters were in the island of Bohol.  Cebu City was the epicenter of the 4.6 tremor at 10:36 AM. The public is advised to be alerted of aftershocks and to avoid going out to other places unless necessary.

 

Bohol Earthquake: Quake affects Cebu damaging several structures

Cebu City – A magnitude 7.2 earthquake struck Bohol at 8:12 am this morning. The epicenter was 21 km NorthEast of Tagbilaran City, Bohol.   The earthquake was strongly felt in Bohol and the nearby island of Cebu. Several aftershocks were felt after the earthquake. Several buildings in Cebu and Bohl were damaged including the Cebu Doctor’s University in the Reclamation Area. The Sto. Nino Church in Cebu suffered heavy damage while Loboc Church in Bohol had extensive damage. Here are some photos on some buildings and structures in Cebu:

No classes in Cebu City tomorrow as engineers will assess the school building structures city-wide.  No classes as well in Bohol and the rest of Cebu province. Residents in affected areas are advised to stay alert for possible aftershocks.

Both the ruling Liberal Party and opposition United Nationalist Alliance carry a full slate for May 2013 elections.  Will the Bando Osmena Pundok Kausawagan (BOPK) magic still rule the city?  For the last few elections, former Mayor Tomas Osmena has led his party to a clean sweep.  Incumbent mayor Mike Rama will try to break the winning streak of BOPK.  It is ironic to see that Rama being a long-time BOPK stalwart is now leading the campaign against his kingmaker in the 2010 elections. The 2013 elections in Cebu City will probably be one of the most heated and widely covered in the country.  It would be very important for voters to start making their lists on who to vote for.

There will also be interesting election battles for congressional spots.  Long-time Cebu City North District Congressman Raul del Mar will come out from his 3-year hiatus to face the very emotional and popular Cebuana talent manager Annabelle Rama.  Del Mar is allied with Noy-noy Aquino’s Liberal Party while Rama is with her cousin’s line-up in UNA.  There will be clear contrast in campaign styles as del Mar is known for low-key approach while Rama is expected to bring stars from Manila to help her woo the Cebuano voters. For the South district, there will definitely be a first-time congressman as former councilor Bebot Abellanosa faces off with Atty. Aristotle Batuhan.
